Minutes –Meeting October 7, 2010 11am

Commissioner John Brennan called the meeting to order at 1:00 pm.

Roll call by Secretary Bill Fulton; present were Commissioner John Brennan, Commissioner John Camardo and Commissioner Jack Hardy. Also present were City Manager Mark Palesh, Superintendent of PW Jerry DelFavero, other members of the PW dept and union representatives.

Commissioner Hardy moved to approve the minutes of Sept 2, 2010 meting. Commis. Camardo questioned Secretary Fulton in regards to the questions that were asked last month about the retirement of the current Assessor and appointing the new one. Sec. Fulton explained that the State Civil Service and the retirement system agree to the way it was done as long as neither of their pay effected their retirement, which it did not.   Motion to approve minutes seconded by Commissioner Camardo. Motion carried 3-0.

  • Attached min duties sheets and request from City Manager, Mark Palesh and Superintendent of PW, Jerry DelFavero to add positions in the PW dept. New positions to include a combination of Sewer Inspector & Gas Utilities Mechanic, creation of Sewer Maintenance position and creation of Water and Sewer Supervisor.
Superintendent of PW, Jerry DelFavero took the stand and explained the need for these positions to be added.
Sewer Maintenance Worker: Was once approved as a non-competitive position had not been filled in about 12 years. Would like to reinstate this title and use once again.
Motion to accept the title made by Commis Camardo. 2nd by Commis Hardy. Motion carried 3-0.
Water & Sewer Supervisor:  Currently Albert Cockrell’s title is Public Work Supervisor. He is participating in the early retirement incentive. Once his job is vacant it is the time to re-structure these duties.  Currently Albert spends 80% of his time on Water and Sewer. This new supervisor title is more suited for that instead of at the PW garage.  Discussion was had about what classification it would be. Secretary Fulton explained that all new positions are considered competitive. We will put together the job specs based on the min. duties sheet provided and order an exam. If the state finds that this should not be competitive, they will notify us. Commis. Hardy questioned who takes care of the administrative aspect of this job. Jerry explained it is the Superintendent of PW. This job would be 1 step above a Foreman.
Motion to accept the title of Water ans Sewer Supervisor was made by Commis Hardy. 2nd by Commis. Camardo. Motion carried 3-0.

Gas Utilities Mechanic/ Sewer Inspector:
Currently we have both of these positions vacant. A contractor is doing the Gas Utilities Mechanic duties. During the interview process for both of these jobs we discovered that a few plumbers had the qualification to do both. By combining these two it makes better use of each of their time. In the past the Sewer Inspector would help with PW duties. This would utilize his skill set more for the technical side of it.  Secretary Fulton expressed concern of finding people that will have the experience in both the landfill and the gas lines.  Jerry stated that the 6 years exp. for the landfill for the old Gas Utilities Mechanic position may have been too steep. What they are looking for is the qualifications for the Sewer inspector and include pump operations and repair. That Gas Utilities Mechanic is the only one in the state so it was difficult to create min. quals.   We need someone that understands the technical side of it, not just worked in a landfill. Commis. Brennan questioned what the min. qualifications would be. Commis Camardo questioned the verbiage of using the word landfill. Sec. Fulton read the Sewer inspector job spec and they agreed that that is how it should be worded.  Jerry confirmed that allocations for this job are already in the budget. Sec. Fulton explained once again that all new positions are considered competitive. We will put together the job specs based on the min. duties sheet provided and order an exam. If the state finds that this should not be competitive, they will notify us.  
Commis Hardy motioned to approve adding the new title. 2nd by Commis Camardo. Motion Carried 3-0.


  • Approval of exam announcements for Senior Planner, Assistant Fire Chief, Fire Chief, Assistant Civil Engineer and Junior Engineer.
Secretary Fulton read the letter sent by Chief Hammon stating that he could not be present but was in agreement of the Fire Chief and Assistant Fire Chief exam announcements.  Commis. Camardo questioned why are we giving a promo Fire Chief exam but not an open competitive. The current Open Competitive list is still valid until 2012.  Commis Camardo expressed concern that last time a promo exam for chief was given we did not have a mandatory list and did not want to be in that predicament again.  Commis Camardo suggested to give these both at the same time so they are eligible at the same time.
The Asst. Fire Chief, Senior Planner, Junior Engineer and Asst. Civil Engineer exam announcements were all approved by a motion made by Commis Camardo 2nd by Commis. Hardy. Motion carried 3-0.
More discussion of the Fire Chief Open Competitive exam and it was decided that Anna will see if it is not too late to order. She will also distribute the residency requirement and min. qualifications of the last open competitive Fire Chief exam and the commissioners can decide on how they want it for this time.
